Anne MacKenzie

The Honourable Anne W. Mackenzie is associate counsel at Hira Rowan LLP following a 34-year judicial career. 

Anne has served as a judge at every level of court in British Columbia, including a term as Associate Chief Justice of the Supreme Court of British Columbia, and over twelve years on the Court of Appeal for British Columbia.

Called to the Bar of British Columbia in 1978, Anne practiced for 11 years as Crown counsel with the Federal Department of Justice (now the Public Prosecution Service of Canada). In 1990, she was appointed to the Provincial Court of British Columbia, and in 1996, to the Supreme Court of British Columbia. In 2010, she became the first woman appointed as Associate Chief Justice of that Court. In late 2011, Anne became a member of the Court of Appeal for British Columbia, from which she retired in May 2024.

During her long career on the bench, Anne developed experience in almost every area of the law, including a wide variety of civil, criminal, commercial, family and administrative litigation. She dealt with personal injury, medical malpractice, construction claims, insurance matters, wrongful dismissal actions, wills and estates, municipal law conflicts, and others. Anne has efficiently dealt with many difficult cases and involving a multitude of issues.

Anne has participated in educational programs for the National Judicial Institute and Continuing Legal Education Society and spoken at professional conferences and gatherings on a variety of legal topics, including the admissibility of evidence, disclosure issues, Charter of Rights, and trial advocacy.

She is now available to the profession for consulting and for all types of arbitration and mediation. Anne is committed to neutrality and fairness with the goal of reaching reasonable agreements. She is a fully Accredited Family Law Mediator.

Kali Sage Strobel

Kali Sage Strobel

Kali is an associate at Hira Rowan LLP. Prior to being called to the British Columbia bar in 2024, Kali completed her articles at the firm.

Kali obtained her Bachelor of Arts degree in Philosophy and her Master of Arts Degree in Gender Sexuality and Women’s Studies from Simon Fraser University. She later went on to attain her Juris Doctor from Thompson Rivers University. Kali has appeared in both the Supreme Court of British Columbia and the Provincial Court of British Columbia, and maintains a broad practice, spanning civil litigation and criminal law.

Prior to beginning her foray into the legal world, Kali invested most of her spare time into her fascination with science through the International Genetically Engineered Machines (iGem) program, in which she and her team competed internationally. Having successfully secured international recognition for her team’s work in synthetic biology, Kali turned her focus towards her passion for oral advocacy. During her undergraduate degree, Kali joined her campus Model United Nations club, eventually realizing that she enjoyed arguing much more than she enjoyed wielding a pipette. Despite her fondness for presenting at academic conferences and the scholarly pursuits of grad school, Kali returned to her passion for advocacy, and pursued law school immediately following the attainment of her Master of Arts degree.

When she is outside of the office, Kali is an avid reader, a running enthusiast, and enjoys collecting unique plants for her living space.


Luke Rowan

Luke Rowan

Luke is an associate at Hira Rowan LLP. Prior to being called to the British Columbia bar in 2023, Luke completed his articles at a boutique plaintiff-side personal injury law firm.

Luke is a graduate of Robson Hall at the University of Manitoba. While earning his Juris Doctor, he bewildered born-and-raised Winnipeggers by actively preferring to go skating on the Red and Assiniboine or go for walks to the Forks in sub-negative 30 temperatures. While curling, Luke was strong at takeouts, but never developed the weight control to throw guards or draws consistently. Prior to law school, he obtained his Bachelor of Arts degree in History from the University of British Columbia.

While outside of the office, Luke plays tabletop war games competitively, and has represented Canada at the World Team Championship in his preferred game. He also skis as often as he can (which is never enough).

Robin Hira

Robin is an associate at Hira Rowan LLP. Prior to being called to the British Columbia bar in 2022, Robin completed his articles at the firm.

Robin obtained his Bachelor of Arts degree in History from the University of British Columbia. He obtained his Juris Doctor from Thompson Rivers University. During his time in law school, Robin was an active member of the Business Law Club and the Access to Justice Club.

Robin is an avid hockey goalie. When he is not at the office, he can most likely be found on the ice.

Ashleigh Hall

Ashleigh Hall

Ashleigh is an associate at Hira Rowan LLP and was called to the British Columbia bar in 2019.

Prior to law school, Ashleigh obtained her Bachelor of Arts degree in Psychology from the University of British Columbia in the beautiful Okanagan Valley. Having been born and raised in Saskatchewan, Ashleigh returned to her prairie roots to complete her Juris Doctor at the University of Saskatchewan. During her time in law school, Ashleigh was an active fundraiser and Finance Committee Co-Chair for the College of Law Legal Follies Board. She also spent her time leading athletes to victory as the captain of the College of Law innertube water polo and water basketball leagues, and showcasing her Bhangra moves in various Bollywood performances while in law school.

Ashleigh has successfully represented clients in civil, criminal, and administrative matters before the British Columbia Court of Appeal, the British Columbia Supreme Court, the British Columbia Provincial Court, the British Columbia Farm Industry Review Board, the Human Rights Tribunal, the Civil Resolution Tribunal, and the Residential Tenancy Branch.

As an avid equestrian, when Ashleigh is not at the office, she is most likely found at the stable. Ashleigh also enjoys golfing, boating, and stand-up comedy.
